How is RCTC Addressing Traffic Congestion on I-215?


Work on the I-215 improvements between the junction with State Route 91 in Riverside and State Route 60 in Moreno Valley is in the final stages of construction. This phase of work included the addition of new ramp connections at the SR 60/91/I-215 Interchange. This project also added a carpool lane in each direction on I-215 between Moreno Valley and Riverside.

RCTC is now planning improvements to the remaining portions of I-215 in Riverside County. These improvements will be divided into two major areas:

The first area is a 29.25-mile section of Interstate 215 from the junction of Interstate 15 north of Temecula to State Route 60 in Riverside. The widening is designed to relieve traffic congestion, improve existing freeway operations and contribute to the area’s economic vitality.

The Riverside County Transportation Commission (RCTC), the agency responsible for transportation in Riverside County and the administrator of Measure A (Riverside County’s ½ cent sales tax for transportation), is beginning preliminary engineering and environmental studies to widen I-215 in this area. RCTC has identified I-215 as one of four corridors that will receive an investment of $2 billion in Measure A revenue during the next 10 years. An aggressive schedule has been set using funds from Measure A, Proposition 1B bonds and other state and federal sources to allow rapid delivery of these projects. Widening the I-215 corridor between I-15 and Route 60 is estimated to cost $417 million.



Because of the length of this freeway section and the various challenges that will have to be addressed for each segment, there are three projects planned:

South I-215 Project – from Interstate 15 north of Temecula to Scott Road north of Murrieta
Central I-215 Project – from Scott Road north of Murrieta to Nuevo Road in Perris
North I-215 Project – from Nuevo Road in Perris to Route 60 in Riverside

The second area of improvements to I-215 in Riverside County is a project to widen the section of I-215 between Riverside and the San Bernardino County line. This project also is in the planning stages. RCTC is working with San Bernardino Associated Governments for the preliminary engineering and environmental document for this project, which will add a mixed flow lane and HOV lane in each direction.
